I don't know I personally don't see the problem with random civvie surv (even synth) not being trained to use USCM Overwatch, this is just powercreep just because |

About the pull request
Gives Synthsurv the Overwatch skill, allowing them to use Overwatch consoles in CIC
Explain why it's good for the game
I'm assuming synthsurv was overlooked when the overwatch skills came into play. And if not,
Synthsurv knows how to fire an RPG, operate a tank, fly a ship and perform complex surgeries. But they don't know how to do administration duties? It doesn't make sense for a synthetic that works on a colony to have no clue how to do people management on a computer.
